Calgary's chief Crown prosecutor decided earlier this month that there wasn't enough evidence for a criminal conviction against the officer.

Gordon Wong said the officer was using an approved police technique - called a head stun - when Kristin Wilson of Vernon, B.C., fell to the pavement and smashed her face after an Oilers playoff game.

A police release Monday said the threshold for determining misconduct through the Police Act is "considerably lower" than for laying criminal charges.

Chief Mike Boyd says he has asked the Edmonton Police Commission to arrange for an external prosecutor and presiding officer for the hearing.

Boyd says the public hearing means everyone will get to hear the entire story.
