NHL rosters should be smaller

I think all NHL rosters should be set at 15 skaters and two goalies. 

Nobody pays to see the fourth line or sixth defenseman play or not play. 

With TV timeouts, four-on-four overtime and no substitutions on coincidental penalties, NHL teams do not need more than 15 skaters.
