I have a simple solution for the NHL to help with scoring: Eliminate the "no icing" rule when a team is shorthanded.
It has never made sense to me that when a player breaks the rules they get a penalty, but once the team is shorthanded they are allowed to break a rule.
It's the worst part of the game watching a team dump the puck down the ice for two minutes.
