The NHL should add this for any play normally subject to a penalty and for goal-scoring plays.
Allow each team three video challenges per game, which could be applied to calls or non-calls made by the referee.
If the challenger loses either of the first two, charge them one timeout.
If they lose the last, they have to serve a delay of game penalty.
Implementing this suggestion would add drama and help to ensure critical plays have been correctly called.
